why not put traffic cameras everywhere at almost each street crossing (some dummy cameras to lower the investment as well) so noone exceeds the speed limit rather then having police guys hiding behind bushes to catch up speeding drivers with radar guns (if this was to work it would have worked already)?

1. Traffic cameras, dummies included, are a huge investment, cops are already there.
2. Cameras imply privacy issues, radar guns don't.
3. Cash flow - camera-collected evidence is not foolproof, takes a lot of reading, automated license plate processing, administration, mail, which increases time-to-money for the collecting party, while radar fines may take just one step to the payment.
Strangely enough, people (certain type of, at least) tend to speed regardless of any measures or fines. so there's no sure-fire method to combat speeding, which is why the combination is probably the best policy - keeps everyone busy and reduces the Big Brother effect.
