I'm having a quick look at flights from Hong Kong to Ho Chi Minh and I've noticed on the airlines that I've selected, prices for the tickets seem to be similar other destinations nearby, however there is a tax or surcharge fee that adds around 30% of the overall ticket fee.
Not sure what it's from, I contacted one airline and travel agency but they have yet to get back to me.
Update:Malaysia Airlines for example charges around 225usd for round trip ticket and 159usd for the surcharge so it's actually 70%. Most other airlines have similar prices.

they do charge taxes and other fees..but it varies. do not know the exact percentage
A very substantial part of any airlines fare is comprised of taxes and fees - airport landing & takeoff fees etc.
Airlines these days show the taxes and fees separate from their portion of the fare to show that its not their fault that the cost is what it is.
