You can bring $7000 (USD) INTO Viet Nam without declaring it. I don't think they care if you bring $1,000,000 IN. If you expect to take more than $7000 OUT of Viet Nam, you had better have a declaration form proving how much you brought into the country. You CANNOT take out more than you brought in.
Since you are only bringing $3000, you don't have to worry about a thing. The Customs form you will fill out before you land in Viet Nam is very easy to understand and is written in Viet and English.

do you mean the place of departure? But either way the answer is NO. The only thing is you need to fill out a custom declaration from on your flight to Saigon from HK or Taiwan for example. You just have to say how much you bring in. You can bring in as much or as little as you want. They don't have the effing right to double check you to make sure your testimony is true. You can say $1000 they don't know and don't care!

Don't tell them the exact amount you are bringing, if you do they might make you pay taxes.
