You can ask to join, you should be able to sign up. Some people have Photoshop CS3, some people have CS2 or even earlier; many questions for the earlier version still apply to the latest version.
I would just check out the Groups section on Yahoo and see what you can find, I know there are several.
There are also other forums for Photoshop users; I would just google for them, I am sure you will find several that will be helpful.
The biggest advantage of Groups or forums is that you can get more direct answers to your questions, there are fewer limitations to what can be posted or asked, and you can often get more detailed responses to your questions.
