Get a coach. My thought is to contact the USATF (www.usatf.org) and ask them for a local track club. Alternatively, you can try contacting local universities, but use them only to get a referral. Remember, their first priority is to the school, not outsiders.
BTW, I threw a javelin once and discovered it was a lot harder than I anticipated. I never got the hang of putting the back of the javelin through the front. Clearly, you've mastered, that, so I have nothing else to offer.
