I just got my adorable little rat yesterday. He is a White Dumbo with red eyes. Love him to death already. but I have been noticing strange behavior. He has these little sores all over the place, sniffles and sneezes like crazy and makes a high pitched sound that sounds like he is crying. He doesn't like to be held and is extremely irritable. is my little guy sick. if he is, is there anything I can do?

Could be mites. Get him to a vet as soon as possible. Treatment for mites is three doses of ivermectin each two weeks apart to get the mites in all stages of their life cycle. Could be some other parasite or skin condition, you'll need a professional diagnosis, but that will be why he doesn't like being held and feel irritable.
Poor lil poppet. Are you using sawdust or shavings for bedding? These can aggravate rats breathing and make them sneeze, which will cause damage in the long term, so it is best to use paper or card based bedding, such as carefresh (made by supreme). It sounds like he has a respiratory problem, possibly mycoplasma (info on it at: www.ratsauce.com).
The high pitched noise could be his breathing? Or he may be squeaking if he is distressed. It is hard to tell without hearing it.
The sores could be itching due to mites? But it sounds again, like he needs to go to a vet, as this can be cleared up quite easily. The sooner the better so he can start to settle in and feel better :)
