We have security footage of some people who robbed our house a few days ago. There is a good point in the video where we can see their faces, but the zoom option makes it too blurry to the eye. Where can we take the footage on a cd or junk drive to get it focused enough to identify the suspects? Note: We have dealt with the police being involved a couple times before and never achieved anything. We are planning on dealing with the situation our own way.

You watch too much television. Low quality video is just that, low quality. Using a webcam or cheap surveillance camera gives you low resolution video, usually only 320x240 pixels or so, and some even less. You have exactly that many pixels to work with, you can't make HD video out of QIF files.
Unlike on TV, it is not possible to make a blurry low quality video into a clear image. You can possibly run a sharpening filter over the file and clear it up slightly, or it will make it worse... only way to know for sure is to try. It probably won't help enough to make a difference. Any other technique will just blur the image even further.
Capturing a still doesn't give you any more to work with, enlarging such a still image will still result in a pixelated image that is no better than trying to zoom into the video.
I do video enhancement for crime scenes... and this is the most asked-for thing on any of the videos I get. It is also the one with the least success... although newer HD video systems can be better source files, since there is so much more resolution in the original image.
If you can convert the video into a still picture, and there are many options to do that, you can then resize it. Maybe this package will help.
