Is it Paris, London, Barcelona, Rome, or Venice? In the winter btw. Would it be possible to travel to like 2 places in 10 days such as Paris to London or Rome and Venice compared to just one city for 10 days?

It's the capital of Ukraine. Very ancient city with great glorious history and lots of interesting places. I've been to London, Berlin, Stockholm, Prague, Krakow and some cities in the USA and can assure that my native Kiev is the cheapest all over the world and as beautiful as many many other cities.
Of those specific cities? Probably Rome. Personally, I went visited London, Paris, Rome and Amsterdam in January and Rome was cheapest, but it can vary so just look up the prices on priceline or expedia for the dates you want to go to compare.
Also, I saw all the main tourist sights in those four cities in only 12 days, so two cities in ten days will be easy. There's cheap flights and plenty of trains which could take you between even the farthest two cities in only a few hours if you flew, or a single day if you took a train to see the scenery.
I'd say Barcelona. Venice would be the most expensive (stay clear from the Carnival season!). Travelling from London to Paris is easy and fast. Same for Italy.
You're naming cities that are famed for their high prices. They might as well be in a high price top ten.
I think London is the most expensive, then Paris, then Rome and Venice.
Cheap cities can be found in (former) Eastern Europe. Think Prague and Budapest for an interesting mix between low prices formed eastern Europe and Western consumerism moving in (but not there yet).

so choose wat u like....all are the same more or less.....u can spend in restaurant in rome or venice even 50 euro / 1 meal if u want ...so no worries :))))
