my horse is not rocking back onto his hocks before a jump, he just flys over it. I havent had any trouble up to almost 3 feet, but i know it will be coming. What can I do to get my horse properly jumping that fence?

Repitition and relaxation is the key!
First off I'd free lunge him in a jump lane to help build his confidence over 3ft jumps. That way too you can get a good look at his position over the jumps. This will also help him realize to jump the obsticle - not run through it.
Once he's confident in the jumping lane, and you start to jump him while you are on him, remember to stay focused, and confident as you approach the jump. Many times any anxiety at all is pulsated through the reins and stirups and the horse is not sure how to interpert it. ( Even excitable anxiety - or fear anxiety). Its important to remain relaxed, and allow your horse to feel that and respond properly. Keep him collected up until the jump, and if he tries to pull through, bring him back aroung till hes collected again, in a respectable speed, and approach the jump again. (I'm not saying to yank on his face, but make him give in to the bit while maintaining soft supple hands). Slowwing him down in a nice collection (enforcing him to work off his hind end) will help him actually jump the obsticle vs. fly or run through it.
Try the Jumping lane first, this will really help out alot to see what is really going on with your horse, weather its a confidence thing, painful joints, anxiety or just his over all conformation over the jump.

ok i have been rding for like 5 years you can take my advice or leave it but this is what i do and i shoe in jumpers by the way A shows ok tell them to "GET UP" a few strides before the fence and move your leg back like far like where it isnt supoed to be and kick them not gunting them but kick i prefer nuge but whatever also talk to them, and turn them away from the jump, you migh think this is bad but a few strides (2) before a fence it will help them to carry themselfs and make them work

This could be because he/she doesnt place his/her feet correctly. Try placing poles 9 feet in front of the jump and 6 feet after the jump.
Why are you stuck on form? In most hunter/jumper events, the form isn't nearly as important as the animal's ability to clear the obstacle. As long as the movement is fluid, that's all that matters.
start off in trot first and get his head up to see the jump. track him up correctly and get his strides right. set up doubles and triples to make him get his strides and placing
