Go to Jamaica and take the Q31. On weekends, it doesn't run, so you have to get off at Springfield Blvd and take the Q27 to Bell Blvd/48th Avenue, and then walk a few blocks up Bell Blvd (actually, even during weekdas, this might be faster since it's more direct)
Another alternative and shorter travel distance would be for you to take the N6 to Hempstead Ave and Springfield Blvd and Transfer to the Q27 heading towards Main St. Flushing. Get off the Q27 bus at Bell Blvd and 48th ave and from there you can walk 5 blocks to Bell and Northern Blvd (if you are not able to walk these 5 short blocks with ease ) then when you get off of the Q27 bus at Bell Blvd and 48th ave then you can transfer to the Q31 bus to go 3 stops to Bell Blvd and Northern Blvd.
The reason I say this might be a better alternative way to travel to Bell and Northern Blvd is that you cut the mileage in half as you do not have to travel all the way to Hillside ave and 169th street to catch the Q31 and then travel all the way back to Bell Blvd.
Also the Q31 only runs on Monday - Friday. There is no weekend service. (no sat no sun service)
Also the Q31 bus runs rather infrequently about 1 every 20 to 30 minutes in the mid day and more frequently during the rush hour. The Q27 will have more frequent service than the Q31.

I looked at the MTA map online and it's as clear as anything. Take the N6 to 169th Street and Jamaica Avenue and transfer to the Q31 (Bay Terrace northbound) get off at Bell Boulevard and Northern Boulevard.
Faster would be to take the LIRR to Woodside, transfer to eastbound track and take the Port Washington Branch to Bell Boulevard and walk towards Northern a couple of blocks.
Most buses run by major carriers like Greyhound goes to the Port Authority Bus Terminal on 8th Avenue and 42nd Street in Manhattan. Plenty of subway lines serve the Port Authority Bus Terminal so you should be able to get to where you are going from there. The fare to get into the NYC subway system is $2.25, ditto for the regular NYC bus lines.
