first of all let me help you out ..... not all boys are eager to make moves because they themselves are not ready and or they are scared. Whatever you do don't push him and just let him know that you are okay with any moves (if you are) that he wants to make...(and when you say moves..i am assuming that you mean i.e. kissing, holding hands...and so on). I think that you have a shy one on your hands and that is a quality to love in him. Talking to him about it once is enough and let time run its course. Be patient with him and last thing i want to tell you is that make sure you let him know that he is not being a "bad" boyfriend.....he is being respectful.
