Okay I'm going to guess that your still young because when we're younger we then to pick on the ones we like as our way of "flirting". Although it's not on purpose it still happens. I think you need to stop and think about what makes her mad and NOT do it when she's around you. Show her that you can be very nice, humble and sincere. I guarantee that she'll melt when you show her these qualitys.

You probably just annoy her because you feel that comfortable with her. Maybe you should just tell her your feelings. Explain that you feel really comfortable with her and your sorry for your behavior but it the only way you know how to flirt with girls you really like. But maybe you've already messed up but if you really like her then anything to get you on her good side is worth a try.

Well from your question I can tell that you are really young. Young guys usually pick on girls that they like. Just stop picking on her and apologize for being annyoing. Start being nice to her and see what happens.
