When you lose you don't pay anything. If you win, you still have to hit a button commanding it to pay what you owe and choose your method of payment (like paypal or whatever). At least I always do.
If you bid and someone outbid you - then no you do not owe any money. The only time you owe is when you won a bid and then you are obligated to pay for that item + the specified postage amount.
You have to pay the seller directly when you are purchasing something from eBay! Don't fear, you also have to put your password in when doing all the final steps.
eBay really is quite safe as long as you know what you are doing!
