Presumably we're talking about the boiling of water here.
If the pH of the water is different than 7, then there is something in the water besides water.
Whenever you add anything to water, the boiling point gets elevated. (Presumably a higher boiling point would take longer to reach.) The exact amount of the change in boiling point can be calculated if you know what and how much was added to the water.
pH is not a very good indicator of boiling point, since if you add a neutral salt, say NaCl, the pH will still be 7, but the boiling point will still be elevated.
