Entertainment: have to teach everyone how to do the Charleston! (These videos are of 30's charleston which is about the same, but they did it solo or facing each other if they danced in partners.)

Decorations:
Generally speaking the 1920's were a time of elegance. Lots of hardwood floors and furnature with luxury cloth like satins and lace. The put fringe on everything they could, but women of the time were rebelling against their mothers who grew up in the victorian era. Smoking and drinking were both popular (although drinking wasn't allowed due to prohibition).
Use satin ribbons, lace, flowers, gloves, confetti (paper like only), etc.
Movies for reference:
Chicago
The Great Gasby (this is early 1920's however)
Chaplin
The Aviator (more toward the beginning)
Kansas City
Music for reference:
Bob Crosby and His Bobcats
Buster Bailey
Charleston Chasers
Coon-Sanders Nighthawks
Fletcher Henderson <== Personal Favorite
Geogre Wettling
Jabbo Smith
Jellyroll Morton
Kid Ory
King Oliver
Paul Whiteman
Pete Johnson
Red Nichols and His Five Pennies
I hope that helps!
Why not fancy dress with a topic matter?? Like possibly the destiny. Make it thrilling and tell them not something that has been in a television tutor--that'll get rid of all the Klingon's, Oris, and so on.
You should do a speakeasy theme. Since you are under age, you need just the barrels for fake beer kegs, a fake bar with the taps, you need the casiho feel.
You should rent Once Upon a Time in America.
have you seen the movie or read the book The Great Gatsby?
get some ideas from that maybe?
