13th birthday?
my little sister is having her 13th birthday in December. and she wants to do something fun and exciting. The budget is about $100. toughie! our parents dont want boys either. also a toughie. she want to invite about 8 girls and she loves horses (but her bff is alegic..) any fun ideas???

a horse pinata! they aren't really expensive, and you can theme the party horses.
You could possibly rent a limo and have the the chauffeur take all of the girls to the mall for browsing -- and I say "browsing" because the limo will probably be expensive.
