No, you won't be able to read BluRay or HD DVD discs. It takes more than a lens to do that! The drive's mechanics must be configured to read BluRay or HD-DVD too as the data for both types of high definition discs are more compact than a standard DVDs and compressed differently (even different between both high definition formats).
BluRay HD lenses are designed for and can only be used by BluRay HD Drives, and even then read-only and write/read lenses are different! the same is true for the now defunct HD-DVD lenses.
Can't say if it will affect your normal games and DVDs but I doubt it will work (as the Xbox HD-DVD add-on drive cannot play Xbox 360 games - you still have to use the Xbox 360's built-in drive) and it's not worth the risk as it definitley won't give you any added benefits anyway.
Firstly, the blu ray & hd dvd laser lens are two different things
Blu-ray lense is for a Blu-ray Player and can't be used in normal DVD Player like the Xbox 360
HD DVD laser lens is for a HD DVD Player like the obsolete Xbox HD DVD Player and can't be used in normal DVD Player like the Xbox 360
