1) Is there any area that's dangerous & thus we should not stay?
2) Is the public transportation such as cabs safe?
3) Any restrictions on dress code in public?
4) Any known or unknown religious or ethinical issues that visitors need to know before going?

1. There are hardly area's that are dangerous in Dubai, but there might be area's that you would feel less comfortable. Walking through Karama makes you think you ended up in India.

2. Cabs are completely safe (get them on the street everywhere) but don't consider the buses... too hot, too crowded, too uncomfortable.
During rush hour it can be difficult to get a taxi in the Bur Dubai area. You might book a taxi by telephone.

3. Not really. You are in a Muslim country so keep it decent in shopping malls (not a sexy top with mini skirt). But you will see that it is a mix of Asian, Arab & Western expat people and a minority of locals.
4. Only during Ramadan Dubai looks different and has restrictions concerning food in daytime.

1) No, there are no dangerous areas. As far as I know, Dubai is one of the safest cities in the world. DEFINITELY safer than New York.
2) Public transport also very safe. Taxis are esp. safe. I've heard of many people having cell phones, wallets, bags, etc. returned. I saw a lady have her airline ticket returned with my own eyes (the guy came back to the place he dropped her off).
3) Not in Dubai. Many girls with short skirts/shorts and low cut tops. However, you might not want to push it. My girlfriend (now wife) was in shorts and t-shirt and we somehow ended up in Sharjah for a meeting in a mall (Sharjah is the next emirate over - like another state). There, many women are fully covered and people dress more conservatively. No one said anything to us, but we definitely felt out of place.
4) In Dubai, things are VERY tolerant for tourists. In other emirates, a little less so. As someone else mentioned, only during Ramadan does it actually seem you are in a muslim country.
