My Question:
I am about to embark on a trip where I will visiting all 50 states and I am wondering if any states have adopted the “ If it’s yellow let it mellow, if it’s brown flush it down” law. I do not want to be in violation of any state or local ordinances when on my trip and furthermore after watching Al Gore’s fine docudrama “ An inconvenient truth” I feel if this legislation hasn’t been adopted then it may be high time.

That has never been a law. It was a motto adopted by NYC during an extreme drought to try to get people to conserve water.
However, if you are serious about conservation this should be adopted regardless of local laws and regulations. If people would conserve voluntarily, laws would not need to be passed.
I did see the comment regarding ick factor. I can understand that in public restrooms. No one wants to walk in and see someone else's waste. So, when using public restrooms be health conscious. But in your hotel rooms, feel free to conserve. This should go beyond water. It should also be considered when using electricity, especially the air conditioners.
It's not a law in any state, and never has been. The amount of water saved by not flushing would not compensate for the health/ick factor.
