Not a big fan of John Kerry -but he said it would be neccessary to train the Iraqi troops outside of Iraq -initially. He also did not like the enlistment process-they get blown up (sitting ducks)-their families are intimidated and murdered. It was suggested that the enlistment process should not be put on display. We still have along way to go in propping up the Iraqi's -the Bush has conducted this War too long-the War may have to go on but Bush and his boys are bunglers in the classic sense. Would things be worse in Iraq if Kerry were elected -better-maybe not-but certainly no worse.

I wont' get into the political question, but he may be right on the training strategy -- but it wouldn't work for the particular cultures that make up the New Iraqi Army. It's going to be a long road getting us there, but we need to stick to it, and get their military on it's feet.
At this point, I don't know how things could get worse. Bush and his cronies couldn't organize a keg party without screwing it up.
The problem is that Bush & Co. decided to dismantle the Iraqi military which left Iraq without a trained domestic police force and put hundreds of thousands out of a job.
Kerry's idea to train the troops abroad was a smart one. But at this point, I don't think Iraq is salvageable. It is already undergoing a sectarian civil war.
had to chuckle..your source is MCCLATCHY NEWSPAPERS. One the main liberal democrat papers around! the practise of those troops nonetheless is going on, it may't be a precedence aas until eventually now, given which you have already got maximum traiined! we are unlikely to be the single to defeat the insurgency, the Iraqi human beings will could try this, we are the hammer, they're the intellegnce (for the 2nd), as properly we would be long gone in 2008!
