The kind of tour you are looking for is organised for groups, such as schools or clubs, but not for two teenagers travelling on their own.

Hotels no longer accept unaccompanied minors. They do not want the responsibility, and they fear damage to the rooms and drug and alcohol abuse. There are youth hostels that take older teenagers and young backpackers but you have to be at least seventeen and your parents have to have paid your stay in advance.
