Puppy potty training?

After my 9 week old german shepherd mix puppy drinks water, he pees every 15 minutes. Lately, I will take him outside, then we will come back in and 5 minutes later he will pee on the floor. I have been reading a lot about it and people say to catch him while he's doing it and say "outside" and I have, but I am afraid that he has now learned to associate peeing on the floor (or starting to pee on the floor) with being outside (which he loves). I think he now pees on the floor just so that he will get to go outside again. Please don't get me wrong, I take him outside all of the time, but I think he really loves it out there and is peeing on the floor just so that he can stay out there more often. Is this possible? I do not think he's peeing out of excitement or submission because he will do it whether or not we're looking, and whether or not he's excited. Is there any way to have him hold it for longer after he drinks water? When we're not here, he doesn't really have accidents, so I know that he can hold it! Help!

In response to the third answer, I constantly supervise him. I mean literally if he's awake, he's being supervised. That is how I am able to see that he is peeing inside of my apartment. I've spent now three weeks searching on the internet how to house train a puppy, but nothing online says anything about peeing inside being associated with wanting to go outside and play out there. People online just give suggestions about rewarding for going outside with treats, constant supervision, catching a puppy when he starts to pee and saying "outside" and cleaning up but not reprimanding if you did not catch him in the act.
