I have the same issue. Boys and some girls will go pee pee in the potty but don't like the idea of going poo poo. Just keep working on it. Eventually he will go in the potty when he is ready.
My son is the same way (2 1/2), he wakes up dry and pees in the potty 95% of the time but he's only pooped in there once. Everyone keeps telling me to be patient and that he will do it when he's ready! Good luck!!!!
I have not solved this either, but a friend of mine got her son to do it by telling him he needs to "feed the potty" and went on to explain how the potty needs to eat poop, etc... Sounds wild but it worked for her. I am going to try it with my son. We're also trying bribery/prizes - i.e. start going poop in the potty and you'll get a movie and new underwear (fave character) but that has not worked.
I am also trying the "if you want to go to preschool you need to do this" line because he wants to go there, but so far that has not worked either.

But I so feel your sister's pain - I am tired of cleaning poopy underwear (he only wears pullups at night - if you're not doing this already I would recommend it as pooping in his underwear might bother him more than a diaper).
