I have a yorkie-poo and he is trained to go in his pan. I think it just takes insentive for him to go. Whenever he goes outside make a big deal out of it! Say "yes" (when he's good) and clap and do your sweet voice. Give him a treat. He will want to please you and after several times he will understand.

I warn you though he may not like to stay outside by himself so if you want him to run out and pee and then come back...once you think he understands peeing outside is good then let him travel the yard on his own. Watch him from where he can't see you. Once he goes, open the door and say "yes" and call him back inside for a treat.

Mistakes are "wrong" and you show a little disaprovable then take him in the yard for a minute so he knows where to go. Eventually, his mistakes will end.
