First, use the lasso tool to select the part you want to cut out of the picture. Trace around it then press ctrl+x to cut that section out. After that, you can either:
1.) paste the part you cut out above the new background picture ( you may need to resize a bit)
or
2.)paste the part you cut out back into the original picture (which will create a new layer), delete the 'old' background (which should be the layer underneath the part you cut out), go to the 'new' background image, select the entire thing, copy it then paste the new background in a new layer UNDERNEATH the cut out layer.
