Did you go to your actual OB?  Because I'd wonder why he/she wouldn't do an ultrasound, have you come in to monitor the heartbeat, etc.  Just sending you for bloodwork makes no sense whatsoever.  If this is your regular OB, get a new one and get in ASAP.  But spotting is totally normal, and hCG levels at 17 weeks aren't consistent.  There's an ENORMOUS range of "normal," so "low" isn't saying anything at all.  And doing another test wouldn't matter, you're past the point of it doubling every 24-48 hours, they can remain pretty consistent or drop/rise even in a completely viable pregnancy.

Literally nothing you describe even remotely indicates miscarriage or pregnancy loss at 17 weeks.

Based on what you describe I would strongly consider going to another doctor.

At 17 weeks pregnant an HCG test isn't all that revealing about the health of the pregnancy.  Normal HCG levels have a huge range at that stage in the process.  You should have been given a physical exam and an ultrasound and have the blood work done as a *supplement* to that.  And three weeks from when you took the test to when you got the result is absolute nonsense... even a busy lab can turn that test around in a few days.

Unfortunately if you *are* going to miscarry there is very little you can do about it at this stage.  But you don't seem to be receiving appropriate care.

Your doctor took 3 weeks to come back to you with the results? Wow.

Wish I could reassure you but the fact is that 1 in 4 first pregnancies end in miscarriage. I hope this is not the case for you but you should prepare yourself for that. I wish you well.
