With your puppy on your left side start to walk on a short leash. Have a treat or squeaky toy in your right hand. Say "heel" and keep the snack or toy visible and start walking. If he pulls or refuses to move, change direction and proceed as mentioned before. Remember that you are the adult human being and "the boss", but never lose your temper. Training requires patience.
YOung? It should be well into obedience classes by now and have all the basics, sit, wait, stay, down as well as heel work.................. you are leaving things very late.
Nice soft collar, cheap lead, let the lead trail in the house so the pup gets used to the weight of a lead and the feel of a collar......short positive training sessions, lift the lead and walk a short way...such as to its food bowl when you feed it........so walking on a lead is positive...then drop the lead, so you don't get the pup pulling............. at 16 weeks old most of the pups are moving up to junior class in my groups, as they are getting too good for baby puppy class............. get caught up wth several times daily training and join a puppy class asap........or you are going to start having real issues leaving training like this, it is so much easier to train them using fun, play and short sessions while they are young
