Ok, it depends on what you mean by time travel. If you're asking can you go back in time Hollywood-style and change the past, the answer is no. Think about it, if you went back in time and changed the past, you would have already done it, and you'd be living an alternate life. However, Einstein's special theory of relativity DOES say that the faster you travel in relation to a "fixed" point, the slower your time would elapse in relation to that stationary point. Unfortunately, you have to be travelling incredibly fast before you really notice a difference. For example, if Joe is standing on stationary earth, and Bob is zipping by on a super-fast spaceship at around half the speed of light, then Bob would appear to Joe to be moving in super-slow motion. However, when Bob looked at Joe, he would see Joe appearing to zip around like the Flash. This is NOT just a hypothesis, it has been experimentally verified with super sensitive atomic clocks and particle colliders. A great book to read on this subject is Brian Greene's "The Elegant Universe". The first part of the book beautifully explains relativity and all the quirks about it. The second half gets a little tedious when he starts to talk about string theory though.
