Well, you have to use disapline. Be strict with her. Tell her NO!!! And maybe let her in the backyard for a little bit if it's fenced. That will show her that you're supposed to do it outside.
Like other people said, just reward her, too. Give her a little doggie treat or something.
But you have to be patient. This is what I did with my Yorkie, Snix:
Ok, well cut it some slack if its just a puppy. Babies go in their diapers.. You dont rub THEIR nose in their own piss. Take your chihuahua to the same place to pee every two hours. Also, you haaave to get up atleast twice in the middle of the night for the first two weeks of potty training. Give him/her a treat after. If they go inside, dont hurt them, just ignore them. The main thing dogs want is attention. So dont give it to them.
Dogs will understand and eventually put two and two together- Going outside earns praise and rewards, but going inside earns a stern NO! and lack of a reward.
Yup keep doing that but you have to scream at them when you do it and say NO! So much so that they're scared to pee inside. But dont worry your dog will still love you. Also when you let them outside to go do their business say good girl or boy and pet them.
