My chihuahua is around 6 months old. I want her to be potty trained to let me know when she needs to go outside. Well, I have pee pads around the house. Occasionally she'll use the bathroom on them. But most of the time she chooses the carpet over the pee pads when i'm not looking. Whenever I take her outside, she'll go to the bathroom sometimes if she needs too. Mostly to pee. But she likes to poop inside not outside. How can I train her to go to the bathroom outside and to let me know when she needs to go?

Small dogs are stubborn and hard to train. I've raised 4 dachshunds and have never been able to train them to let me know when they have to go. But I have trained them to not use the bathroom in the house.
When she uses it in the house:
First take away the pee pads (u should of never used those to start with, that makes her think it's okay). When she goes in the house (try to catch her very shortly after she does it) pick her up and show her the "mess". Point her nose to it so she can smell it and tell her NO or BAD. Make sure you sound stern. And then take her outside on a leash in the grass and tell her to potty. She will eventually get the idea, THIS is were you potty. stay out there with her for a few minutes and then bring her back inside.
Because she doesnt know how to tell you when she has to go you have to continually take her outside to use to the bathroom once every hour or 2. You have to be patient and wait for her to use the bathroom. when training my dogs I would stand outside with them for up to 15 min until they would finally go. When she does use it outside give her praise by hugs and telling her job and then reward her with a small doggie treat.
The key is consistency.
My dogs still wont wine at the door when they have to go. They just hold it until I take them out because they know ill take them regularly about once every two hours.

The pee pads to not work, at least they didn't for me. I have a chihuahua also, what i did was lock her in the bathroom or kitchen if she was going to be home for a long period of time. That way if an accident did happen it was easy to clean up. I was taking her out at the same time nearly every day so she can get on a schedule. If you feed her at certain times of the day then figure she will have to go out to potty after a few hours of eating and or drinking water. What got my dog better was after she went potty and poop outside i would reward her with a treat to praise her and say good job.

You should have potty trained your Chihuahua a long time ago. The pads have this attracting smell to dogs which "triggers" something inside them and they go potty on it. But if she pees on the carpet, then IMMEDIATELY bring her to the pad and say whatever you want to say like "pee" or "poo" or whatever you want to say.
Also when taking her somewhere for a long ride or going to someone's home, bring some pads with you. My dog gets excited when he's at other people's houses and he once peed on their carpet. Good luck!
