Overall if there is enough NH3
H2SO3 + 2NH3 = 2NH4+ + SO3-2 or (NH4)2SO3
H2SO3 + 2NH4OH = (NH4)2SO3-2 + 2H2O
If the NH3 is limited, the reaction may stop at
H2SO3 + NH3 = NH4+ + HSO3-2
2NH3 + H2SO3 ===> (NH4)2SO3
or if there is a large excess of H2SO3
NH3 + H2SO3 ===> NH4HSO3
