You can use paint, cement, or waterproof stain to make the outside watertight. You should also be able to buy a two-part pour on resin that is commmonly used for making the interior of clay pots watertight. These can usually be purchased from a local hobby store.
If you are going to fire the pot yourself, a glaze will do the trick. Glazes will create a glassy surface that is more watertight than most other methods.
If there's ANY possibility of someone eating/drinking from it, you need a foodsafe glaze. You'll want one that's rated for the same firing temperature as the clay (measured in cones). You'll also need to find someone with a kiln to fire it for you.
