I've been through this with my daughter and a friend's daughter, and here is my advice:

Make sure the school notifies your parents every time she skips class. Ask them if they have any ideas how to help her.

Every time she does something illegal, like drinking, coming home after curfew, not coming home at all, using drugs, hitting or pushing any family member, breaking stuff, anything at all, make a police report. The police are busy so you have to be persistent, but get it on record what she is doing. This will give more leverage to make her behave or get her help.

Get her into an Alcoholics Anonymous program, because she seems to have a drinking problem. They may be able to recommend one at school. Parents should go to Alanon. It would probably help you too, at least try it.

Parents should talk to the school counselor about her. The counselor may have suggestions and can probably help motivate her.

Help the school to enforce rules and any disciplinary actions they take.

As a juvenile, if she is convicted of anything, it won't be on her permanent record, but it will give the judge the ability to make her get help. There are all kinds of things they can do, depending on the situation.

Is your sister just experimenting with cigarettes and alcohol or is she addicted? If you think your sister has a problem, you'll have to rat her out to your mom. Your mother will not be able to help your sister if she isn't aware of what's happening.

You and your mother should try to get your sister into counseling. The guidance counselors at your school could recommend someone. Your local AA group could also refer you and your mother to support groups for the family members of alcoholics. You didn't say anything about your dad; if your mother is alone, she could join the local chapter of parents without partners.

Family counseling is your best bet Some teens act out and no matter how some one tries they can not help It would be good for a counselor to see what is makeing your sister act out hang in there

Your mom needs to tell your sister that if she continues to skip school she is going to call the truancy officer cause they will come get her and make her go to school this is something that might make her straighten up.

Moms got to lay down the law...do what ever it takes because if she allows her own daughter to walk all over her, she is going to run into the law that won't let her do this.
