I'd let your bf go and just tell him that you don't feel that he's putting a whole lot of effort into the relationship. For the other guy, even though you have feelings for him and would like dating him, he doesn't offer you anything either. He obviously isn't comfortable with moving on so he goes back to what he knows he's already had. If he's wrapped around her finger I don't see any way of him become free anytime soon (unless you want to make an effort to make him yours)

make your boyfriend jealous, use the other guy you like..tell your boyfriend how you like this guy because his sweet, he do this and that..etc..and if this dose'nt work out..dump him, just like talking to mate that your not friends anymore....
