I've heard that it might feel it a little more than the top, but I wouldn't be too concerned--just think of what a lovely piercing you'll have afterwards! :)
Have you been in to see if you're belly button can be pierced down there? Sometimes the anatomy isn't quite right and it can't be pierced properly. If you havent, be prepared to be told that it might not be able to be done.

yes it do hurt more then the top..i have both of mines done the reason it hurt is because it is more meat in skin at the bottom then the top it kinda take a little longer 2 get the needle through
yes it will hurt, and yes they may tell you that you cant get it done, depending on the shape or your belly button.. but if they tell you that you cant get it ask about getting an anchor instead.. i have 2 on my pelvic bone and am thinking about getting 1 on the buttom of my bellybutton also
