first, it`s not turner, it`s tuner. and a tuner is a special monster that is used to make a synchro monster (the white cards). it will say if a monster is a tuner or not right next to its type. a non-tuner is any monster that`s not a tuner. to make a synchro, the stars of the tuner and non-tuner(s) must equal the level of the synchro monster.
