Why is my video choppy?

I was asked to edit a show for my school. The show is about a hour long. I used Sony Vegas Pro 11 to add some titles, edit some audio, and add some fade outs and ins. Once I finished, I rendered my video at 8 Mbps HD 1080-30p Windows Media Video. After about 3 hours, the video was done so I went to look at it. The audio was great, but the framerate was choppy and terrible, almost like I was watching a bad stream online. When ever there was a title the video in the background was almost completely frozen. These framerate issues were visible when I was editing the video but I didn't think much of it. Also the framerate wasn't even as bad when I was editing it. It is not that the footage was bad either, I looked at the footage separate and it was great (AVCHD). So i need to know is there anything I can do to solve this problem? I have a phenom II X4 3.4GHz processor, Radeon HD 6570 graphics, 8GB of RAM, and Windows 7 Ultimate 64bit. Thanks!
