Would it be illegal if on the internet you saw a nude picture that was takin from another county(china) and she was a resident of this country and their were no laws that said it was illegal in china. would that be allowed to be viewed in america?

As far as I know, viewing pictures of nude adults by adults is a constitutional right in the USA.
Showing those same pictures to minors is not legal.
Viewing pictures of nude children can get you in a world of trouble also.
If the image would be considered illegal here in the United States it is illegal for you to possess it, even electronically. That it was taken in another country is of no matter to the law here. This would ESPECIALLY apply to child porn (and that must be what you are referring to, since most images of nudity are not illegal in the United States).
Let's not confuse NUDITY and OBSCENITY. Let's not confuse nude pictures with Child Pornography.
ANY image of someone deemed under 18 yo in a "sexual" situation is illegal to possess in any form.
Remember it is the courts who "deem" something to be sexual and or "under 18 yo" MANGA comics have sent people to prison.
I suggest that you Google US Child porn laws and topics like Manga Comics and Iowa.

Nudity is NOT illegal on the internet. You realise that porn is not illegal if you are 18+ when viewing it and the participants are 18+.

Also as far as the internet goes most laws don't cross over. For instance, US Copy right laws are CONSTANTLY exploited by Chinese companies because we have no power over there.
In some countries public nudity carries the death penalty so be very carefull
If you're talking about someone being underage, It doesn't matter where the pic was taken. If you view or possess it in the United States then it is still a crime.
