I need a little help because my puppy just turned 1 and still isn't potty trained! Right now he goes potty outside ocassionally(the right place) but sometimes he "goes" in the house. He is a pomeranian about 5/6 lbs. and I think he should go potty in the house because he is so tiny but my family thinks otherwise(outside). Another reason why I think he should potty inside is because we always have to open the door when he wants to go and we dont really know when. We tried many tactics such as bell ringing which didnt really work well(disaster). I really want him to have the entire house be his home unlike right know, the cage and the playpen which is really sad this also doesnt allow me to play as much with him. Please help!!!!!!! Thanks.

The dog will never be housetrained if you don't stick with one consistent method. If you want to teach him to use a litter box then be consistent with that, if outside, then same deal. What was such a disaster about the bell ringing? It sounds like your issue is consistency and not actually the dog.
I am frankly HORRIFIED you think you OUGHT to turn your house into an unsanitary, smelly bathroom for for the dog. Dog size should have no bearing on this, Pffft!!! (Pitiful EXCUSE for laziness, IMO.) Would you let ME potty all over your house or an elephant? Why the dog be allowed to? (Surely you can see how horrid these OTHER options are.) All pee and poop SMELLS & is unsanitary and requires clean-up.
All dogs need EXERCISE & fresh air & a change of scenery, therefore need to go OUTSIDE. This dog is not handicapped or unable to walk. The dog OUGHT to have been thoroughly & complete trained and taken OUTSIDE every single time it needed to GO. Deliberately allowing it to use the house should never have happened, except for FEW mistakes. It ought to have been watched, taken outside immediately (upon waking, eating & after playtime or exercise).
The dog ought to have been crate trained (you do not indicate it was) & therefore the dog would announce by whining, when it needed to GO, because they instinctively do not like to mess up their bed. Crating is important to do, IF the dog cannot be WATCHED with an eagle-eye. Another alternative would be to put it in an outdoor kennel run for a bit or fenced yard, OR taking OUT for walks to exercise (which also HELPS dogs empty OUT).
Keep him in a room with quick access outside - preferably with a stone or tiled floor. (in the case of both my labs this has been the kitchen)
The backdoor was open so both pups can get into the garden. I positioned my chair where they had to go by me to get outside into a penned area. If they went outside and did 'Business' I was ready with a treat and praise. If they started sniffing around inside - I'd pick them up and take them outside and keep them out their until they did their 'Business' and then praised and gave treat.
If I caught them in the act of messing inside, I'd swiftly pick them up and carry them outside - and then praise when they finished off outside. If they went inside and finished before I could get them outside - then I apologised to the dog and cleaned up.
Choose one method and stick to it - otherwise the dog gets confused and doesn't learn because just as it was getting used to one routine, suddenly it changed.
You also need to teach the pom to 'hold it' at the age of one he shouldn't need to go to the toilet more then three or four times a day - first thing in the morning, mid - later morning, afternoon - early evening and then before bed.
he should go potty outside - no reason to teach the dog to go in the house - you need to have a regular schedule to be successful and you need to stick to it - use positive reinforcement everytime she goes outside - if she has accidents and you cant catch her and then put her outside, you have to just clean it up and move on - be patient but be routine about it.
