I just got a new puppy yesterday and I keep trying to make it ONLY go outside, but everytime I feed/give it water it pees in the house RIGHT AWAY before I even realize it had to go to the bathroom. How do I get the puppy to pee outside only & not inside ?

Guess what, now you realize it needs to go out immediately after eating and drinking! experience is the best teacher, right?
Get it outside immediately upon waking in the morning.
Immediately after having breakfast.
Back outside every 25 minute to 1 hour while awake (younger---sooner).
Immediately after waking from a nap.
Immediately after lunch and dinner.
When it does go potty outside, do the happy dance, "Yay, good poopy (piddle)," show lots of excitement.
Never make a fuss if you find an accident. Crate it, clean it up quietly, spray the spot with pet-odor-killer. Don't let it see you clean it up, it may get the impression you like these "gifts."
If you catch it in the act, just make a loud "EHHHH" (think game show "wrong answer" buzzer), slip your foot under the belly and lift_gently_, it should stop. Whisk it quickly gently outside to finish. Again do the happy dance, "Yay, good poopy (piddle)," show lots of excitement.
Do this all day, every day. No punishment is involved. It takes a couple months or more.
If you have a backyard then let it play outside for a while, make sure you keep an eye on it so you can see if it does its business. If the puppy does reward the puppy with a pat or a treat. Repeat this process and hopefully the puppy will understand. If you don't have a backyard, then take a puppy on a walk. Walk around until the puppy goes. Right when you feed the puppy water take it on a walk immediately so the puppy can know to go outside.
Let them out frequently and just before feeding them. Praise them every time they "go" outside if they ever do. Right as the puppy makes a mistake inside, don't punish them, they wont understand, but bring them right out. Even if they no longer have to go, they might start understanding outdoors means bathroom. Perhaps even give them their food and water outside for a bit and praise them if they go right away but outside. It'll take time, but patience and persistence will pay off.
completely stopping him from going in the house is impossible. accidents happen. but i suggest that EVERY one-two hours you take him outside, and dont play with him. he needs to learn that outside time is potty-time, not play-time. also for at night, i would buy whats called a "Pee Pad" and what you do is you rub the pad in some pee, that way it has the dogs sent on it, and during the middle of the night if he has to pee, he will go on the pad, and not your floor. it worked for my dog. and maybe you should start taking him out before and after a meal.
