I have a photo in photoshop, and I want to outline a car out of that photo, and place it into a new blank photoshop window. When I do this, it becomes small, and low res. The picture Im taking the car from is a high res photo. Both windows- blank and photo are both the same size. Plus, when I created a new window, I formated it 500 res, and other high specifications to the point where it said the file was 24MB large. How do I copy images with the same res? any help greatly appreciated, thanks!

They are probably only the same size in inches or pixels then... but the second file has a higher resolution. By making the new file 500 res (a higher res than your source/original file) any images placed in there will look smaller than the original.
If it's an online image, this doesn't matter (it's the number of pixels, not the resolution that counts) but for print it's the combination of pixel count and resolution that matters.
Also... 500 is probably larger than you need. Typically you can go by 300 for print, and 72 (or 96) for on screen.
To make absolutely sure the second window is the same size as the first one, you can do a couple of things (rather than write down the settings and make a new file):
Make a copy of your source file, and just remove everything you don't need, leaving only the layer of the outlined car.
OR
Copy any full layer of your source image (the background will do nicely) and then go to File... New...
This will automatically create a new file with the same dimensions as the image in your clipboard.
