On this website, on the pic of yung joc (tha first pic there is on tha page), how can i make my pics look "cartoonish" like the person on the website made yung joc look?

The link requires you to register or login, so I'm not sure what the picture looks like, but you could use the eyedropper tool and paint over a picture until it looks cartoonish.
