In Photoshop , you can't animate anything except if you have installed a filter that can do so...
But you can do that using Adobe ImageReady by creating two slides in Photoshop ... Each slide contains the words you want to sparkle .. draw fixed sparkles randomly (from brush tool) for each slide then switch those slides to Adobe ImageReady (an icon at the end of the tools bar) and make animation between the layers ... it is even better to set the tween between the slides.
CS2 doesn't do animations, but you most likely have Adobe's ImageReady program if you have CS2. ImageReady is kind of like Photoshop, but less photo-powerful and more for animating things.
