Would I be better off to stay at a hotel a little outside of the city, and rent a car, my concern with that is parking. Or would I be better off to stay in the city?
Also list the must dos for 3 days in NYC.

You definitely don't need a car in NYC. You will get tickets everywhere and the cabs will run you off the road anyway. Stay in the city for sure. Mass transit is some of the best anywhere.
3 days...go to the Metropolitan , Maybe the Bronx Zoo, Central park, see a play on broadway, a concert , Yankee game if you like baseball. Walk around union square open air farmers market. Take the circle line tour around the statue of liberty.

Where are you coming from? The reason I ask is because of your concern about parking.
Don't come to NYC and stay somewhere else. It will be a real pain to get into the City. And don't even think about driving in! If you are driving from somewhere to get here, park outside the City, take mass transit in, and stay at a hotel in the City. If you are flying here or taking the train here, don't rent a car! Take mass transit or, if you must, a cab to your hotel and take mass transit while you are in town. (And I strongly suggest taking the train if you are coming from anywhere that is train accessible, btw. It's a great way to get here! You arrive right in Manhattan, not on the outskirts, like when you fly.)
Staying in the City means you start your day here. It's much easier to see things and you'll really feel like you visited NYC.
well, a little outside of the city may be far (probably in Queens) which is around 15min-1hr trip. haha!!!! parking?!?!?! lmao!!! i'm dying here... think of parking as a luxury item. If you're from the suburbs or country, there is something new to think about parking in the city, and that is.... you have to pay!! hahas.
My suggestion is, go to a hotel near Times Square, it's safe and convenient. You dont want to end up in Queens where it may get dangerous at night( and this is the better part of NYC).

-skip empire state building and go to the Top of the Rock, you see the empire state and central park from there.
-the Met
-Fifth Avenue(which includes rockefeller and central park)
-Soho
- times square.
-wall street
You would be better staying at a hotel on a bus or train line and taking the bus or train into the city. You would not be better renting a car.
You'd be better off staying in the city, I mean that's the place you want to visit, not some ghetto place outside the city.
go to the top of empire state building, broadway, times square. Probably stay outside the city.
