Interesting question. "Phuong" itself can be a girl's or a boy's name. "Thanh" can also be a boy's or a girl's name. However "Phuong Thanh" is most likely a girl's name. Isn't the Vietnamese language/name strange? :-)

It is harder to figure out since all the accent sign are left out (we have 6 signs to set tone accent, on the same word with different sign on means different thing). If Phuong Thanh is just the first and middle name put together to become one first name, it is deffinitly a girl's name. If Phuong is first and Thanh is last name, then it can be both for girl and boy's. Why don't you ask how are you going to salute him or her with....Mr or Miss or Mrs...etc.
