Cập nhật:Looks like only Vangion and sarge actually tried spent brass. Since Vagion stated that live ammo will work and sarge only confirmed spent brass don't, I will give the best answer to Vagion.

Live rounds work well if they fit in your ear well enough to seal them off, .45s do for me but .38 woks better
Spent rounds do not work at all
That hollow tube transmits sound very well
Cigarette butts work if you seat them correctly
it is true that true properly designed hearing protection is best, but with .38rounds in my ears I hear less than I do with the foam plugs or cheap muffs
When I first got on the Police department, they did not have or provide hearing protection. We all shot a few rounds and stuck the empty .38 casings in our ears. Later the city gave us earphones. Too late, I had already lost some hearing.
No, they do not work and actually can make the problem a little worse. You don't see too many men that started using hearing aids at age 38 but I did. Now I use earphones and ear plugs.

Actually the either loaded rounds or empty cases would block the sound waves from directly entering the ear canals, but the round or case would transmit more sound than a foam plug. It would be better than no hearing protection.
This is a very common "play thing" people do. It is just casings attached to real ear plugs. It gives the visual appearance of awesomeness, except you can still hear the people telling you how awesome you are.
Some people in less civilized countries actually use cartridges... Supposedly, it helps a little, but does not effectively prevent hearing damage.
I use live 45 ball ammo. Fits my ear perfectly and I love the double takes and looks I get fom people at the range.
if all else fails and there's two clean brass laying on the ground, i'd probably still drive out to buy proper hearing protection. it probably kind-of-works, but not the best.
they're spent shells and it sort of works, just easier to buy good ear protection instead of risking on spent brass.
That's just him being silly. (I think.)
Some hearing protection would be better than no hearing protection at all. But I suggest using products which are actually made for the purpose.
