I am using a British Passport but have an expired American passport and dual citizenship. I am wondering if I am exempt from travel restrictions, if I am please can someone link information. I am currently stuck in England so any help would be nice

In your current state you're not exempt from anything. Should you bother to renew your US passport you could repatriate yourself to the US should you wish to. Valid passport or it didn't happen ;-)
All I know is if a DUAL national you have to enter the countries you are a citizen of on the passport of that nation...
No you are not 'exempt' to travel restrictions regardless of your passport and an expired passport is no use at all...so to travel to the US you will require a valid US passport as if you have a valid passport for the country they can't refuse you entry
Er, no. Travel restrictions apply to all travellers.
If you want to return to the US, renew your US passport, then look at booking a flight.
Obviously you should avoid all but essential travel at the moment.
You are not 'exempt from travel restrictions', you have to follow the quarantine rules. The only thing a national passport will do is prevent you being refused entry. Obviously an expired passport is a chocolate teapot; completely useless and you are not eligible for the visa waiver scheme so you can do nothing until you have renewed your passport.
If you enter the US from the UK as a US citizen, you will have to follow the quarantine rules of the state you fly into. if you enter the UK from the US as a Great British citizen you will have to quarantine for 14 days although this apparently is not being enforced too closely.
Just make sure your US tax filings are up to date before you travel. They can and do check.
You MUST enter US on your currently valid US passport! All US citizens are required to enter/exit US on US passport; penalties apply for failure to do so. You must renew your US passport before you attempt to go to US.
It's really a stupid idea to travel internationally right now. Conditions & restrictions won't last, of course, but with widely varying restrictions, quarantine requirements, etc, it's not just a real pain in the butt, but simply unwise to travel unnecessarily during any emergency, especially a pandemic.
If your US Passport has expired it needs renewing. Phone the US embassy
