I am a woman who plan to travel to Vietnam and Thailand (hopefully Cambodia as well) alone. So I plan to fly to Han Noe first, spend 4 days, then go to BKK for another 10 days or so. Any advise on where to stay, what to do, if it is okay for woman to travel alone? My budget is limited, don't mind staying in an OK type of hotel (3 star)

Try websites like agoda.com, sawadee.com, hoteltravel.com for good prices and normally reliable service. In Bangkok, the Khao San (Khaosan) Rd. area is popular with backpackers and travelers on a budget. Most stay in guesthouses and budget hotels in the area. Khao San Rd. is near many of the main tourist sites like the Grand Palace, Wat Po, Wat Arun, other popular tourist sites and is not far from the river.

However, most tourists prefer to stay in the Sukhumvit, Silom, Siam and Pratunam areas, these areas which aren't far from each other, is where most of the commercial and main nightlife areas of Bangkok are located. Have a look at the above websites and you'll find hotels in all price ranges with plenty of reviews.
I live in Bangkok and have traveled to Vietnam a couple of times and both countries are generally very safe as long as you take the same type of precautions you would anywhere.
Vietnam and Cambodia are very safe to visit and you can safely go out at night without fear of being attacked. Currently in Bangkok there has been some problems with demonstrations in the street near the stadium so do not go near there or stay near there. Bangkok during the day is quite safe but you should be careful at night. Do not visit the night markets unless you have a group to go with. Personally I would stay in the Sukhumvit area about Soi 12 or 13. 10 days in Bangkok is a long time for a holiday you should consider going to one of the beaches such as Hua Hin or Chaam which is easily reached by taxi. Ask the hotel concierge to arrange transport. The answer by Doa is nothing short of ridiculous. Taxis do try to rip off tourists but you always agree on the fare BEFORE you get in the car. All taxis have a meter but the driver will tell you the meter does not work. There has been cases of rape late at night with very drunk girls however this has been mostly stamped out by the tourist police. Soi has stated that the yellow shirts will attack you, this is rubbish they respect tourists and never attack tourists. However stay away from them and you will not have any problems.
There are growing numbers of small/boutique/backpacker hotels in Silom and, maybe, Sukhumvit areas both of which are close to BTS/MRT. So for 1.000-1,500 a night would get you a decent hotel at a good location. For a younger traveler and backpacking crowd, stay in Khao San Road area but it's away from BTS/MRT.
It's definitely safe to travel alone. If possible, dress less provocatively than you normally would in your own country.
Ten days is a lot of time to spend but if you're a city person and wanting to get to know Bangkok well then it's okay.

It is considered very safe by travelers reports and US State Dept page; however, current political street demonstrations need watching in that page and while here, to avoid those areas of congestion. All taxi drivers know how to avoid the areas.
I stay in the Dynasty Hotel in Nana district when I go to my doctor nearby and can tell you it is safe, clean, and priced at about $40usd/ night. Nana is not particularly savory but the hotel is a good one for comparison. Avoid Grace Hotel in that area. Maybe book into an international chain hotel for first night and then look around. Sukumvit road is the main drag out to about soi 40. Give taxi the address, not the hotel name, to return to it to avoid the taxi driver trying to give you hotel rates, not too much of a problem but better.
My Thai wife and I have not heard of taxi drivers victimizing female passengers. Start out by getting your hotel to get you a taxi so the hotel takes a record of who you are going with and the driver knows this.
Take normal street smarts cautions and enjoy. Learn all the nations' visa rules now.

if you a woman and dont speak that country be careful ! because Taxi there will drive you far away or rape you or maybe You want to go to Korat there will take time to drive and charge you with a lot of MONEY!
I suggest you take a bus ! and plus please dont go to thailand right now because there's s a lot the stuff going on right now ! about red shirt and yellow shirt! They block the traffic and have a big mop going and you might get hurt.. I suggest you not to go to thailand right now .. Is bad over there .. the MOP of yellow shirt will attack you ! if you going to go please stay away from BK
