This horse will walk all over you if you let him. You get his respect by stopping the nonsense.
Get a shank, put the chain across his upper teeth (this is routinely done to keep control of the horse). If you have to correct him...yank gently. GENTLY. This is not to hurt him, just to get his attention. Correct him only when he acts up. If he was racing at some time in his life..he already understands what this is all about.
Don't get in the habit of yanking on the shank all the time. Let the horse be himself too. If he wants to walk a little slower and check things out...sometimes let him.
Get him a stall toy. He might really like having a ball to throw around. It is really common to see a thoroughbred with a pet goat. Somehow the goat will calm a high-strung horse down.
Then, drop the amount of protein in his diet. If he isn't racing, you don't need to keep him on his toes. Also..drop the feed to one scoop in the morning and one at night..(instead of two). He doesn't need to gain more weight, or have more energy to burn off acting up.
Turn him out more often...let him burn off the extra energy running the fence line.
