He's probably worried that you won't take care of it and that he'll end up having to. He might also be thinking about how expensive dogs can be with vet bills, food, & the initial cost of the dog. Show him you're responsible by consistantly doing your chores and through other things. Try looking for a dog at local shelters with your dad, most dogs at shelters are up-to-date on shots and many shelters neuter/spay their animals, and it costs less overall to pay for an adoption fee. It may be time to get creative. There is a lot of time and money to invest here. You may want to offer to pay part of the expense. Set down and find out how much everything will cost remember to include those puppy shots/ vet visits, crate, actual cost of dog, leash, collar, food, housing/bedding water and food bowls, training classes, grooming etc. and offer to pay for at least half.
It took a while for me to get another dog because my stepdad didnt want to get another one after we lost our last dog, but just let him know that the dog will be takin care of and a good way is to just get a puppy that you havent bought yet and bring it home because more than likely he will fall in love with it, trust me, my this worked on my stepdad twice he turned into a different person after being around the puppy for a few minutes.
You have to prove to him you are responsible enough to care for a puppy/dog by volunteering at shelters or by offering to walk your neighbors/ friends dog. Show him you can do it. Also you need to know who will care for the dog when you will be in college. You need time to walk, play, care for your puppy. If the dog sleep outside your house YES...do not bring animals in your home
